15-COUNT INDICTMENT UNSEALED CHARGING SEILING MAN WITH
EMBEZZLEMENT OF TRIBAL AND CASINO FUNDS

Oklahoma City, Oklahoma - John C. Richter, United States Attorney for the Western District of Oklahoma, announced today that a federal grand jury indictment was unsealed today charging ROY DEAN BULLCOMING, 54, of Seiling, Oklahoma, with 15 counts of embezzlement and theft of over $46,700 in funds and net gaming revenues from the Lucky Star Casinos owned by Cheyenne and Arapaho Tribes.  He appeared before United States Magistrate Judge Gary M. Purcell today for arraignment.

        Bullcoming served as a Business Committee Representative of the Cheyenne and Arapaho Tribes, representing the tribal membership of Cheyenne District 1.  According to the first seven counts of the indictment, from 2003 through 2004 Bullcoming embezzled over $25,600 of Cheyenne and Arapaho Tribal funds by obtaining tribal checks and using the funds to purchase or repair of personal vehicles, including a Pontiac Grand Am, a Toyota Tundra truck, and a Dodge Caravan.  The indictment alleges in counts 8-15 that Bullcoming obtained over $21,000 of funds belonging to the Lucky Star Casinos, owned by Cheyenne and Arapaho Tribes, by obtaining funds for travel, per diem, registration fees, and other expenses to attend various conferences that he did not attend.

If convicted, Bullcoming faces up to 10 years in federal prison and a fine of up to $250,000.

        The case is the result of an investigation conducted by the Federal Bureau of Investigation and is being prosecuted by Assistant U.S. Attorneys Arvo Mikkanen and Jim Robinson.      

        The public is reminded that the indictment is merely an accusation and that the defendant is presumed innocent unless and until proven guilty. Reference is made to the indictment for further information
