FORMER CHEYENNE-ARAPAHO TRIBAL OFFICIAL PLEADS GUILTY Oklahoma City, Oklahoma - John C. Richter, United States Attorney for the Western District of Oklahoma, announced today that ROY DEAN BULLCOMING, 54, of Seiling, Oklahoma, pled guilty to embezzlement of net gaming revenues from the Lucky Star Casinos owned by Cheyenne and Arapaho Tribes and used those funds toward the purchase of a 2001 Pontiac Grand Am automobile. Bullcoming served as a Business Committee Representative of the Cheyenne and Arapaho Tribes, representing the tribal membership of Cheyenne District 1. In February, a 15-count indictment was unsealed alleging that from 2003 through 2004 Bullcoming embezzled Cheyenne and Arapaho Tribal funds by obtaining tribal checks and using the funds to purchase or repair personal vehicles. The indictment further alleged that Bullcoming obtained funds belonging to the Lucky Star Casinos, owned by Cheyenne and Arapaho Tribes, for travel, per diem, registration fees, and other expenses to attend various conferences that he did not attend. At the plea hearing today, Bullcoming pled guilty to Count 1 of the indictment and stipulated that the total amount of the loss to be attributed to his conduct for sentencing calculation purposes was $95,350.75. At sentencing, Bullcoming faces up to 5 years in federal prison, a fine of up to $250,000, and restitution. A sentencing hearing will be set be the Court in approximately 90 days. The case is the result of an investigation conducted by the Federal Bureau of Investigation and is being prosecuted by Assistant U.S. Attorneys Arvo Mikkanen and Jim Robinson. |
